Heads of Caste

​

1: Heads of caste shall be appointed to their position by members of their caste and shall be responsible for maintaining standards of the caste within the City.

2: The members may petition the High Council for dismissal of a Head of Caste

    2A: If they dishonor the caste.
    2B: Abusing their power
    3C: Abandoning their position or caste(Unless notified OOCly and an AHOC was appointed).

3: Every two gorean years(6 months), if the members wish to vote for a new head of caste they may do so.

4: A Head of Caste may only be dismissed by a majority vote of the City Council.

5: A Head of Caste may put someone to a position of Assistance Head of Caste whom may make decisions without the Head of Caste being around.
    5A: Only a Head of Caste may over rule a decision made by the AHOC, unless it violates caste codes and must be reported to the Council.

6: All Heads of Caste are expected to make resolution to their own inner caste issues, if there are no laws offering resolution. They may consult with a magistrate to make good faith to resolve the issue and inform them that the laws might be suggested and brought to the council  for approval.

    6A: Good faith resolutions are those that are made till laws can be adjusted or brought up and will not result in any crimes.
    6B: Please consult with a Magistrate if you feel the resolution needs legal help, even if you think it is not a crime because it isn't a law yet.

 

---Caste Entitlement---

​

1: Caste Duties

Any person who refuses to practice their livelihood or strives to alter caste without the consent of the City Council will be removed from their caste and exiled.

2: Changing Caste

    2A: Those individuals with a proven aptitude outside their caste may petition to change caste. The individual will seek permission from their current head of caste as well as that of the caste they wish to change to and only once this is granted can they then change. Official documentation must be lodged with the caste of scribes.
    2B: If there is no HoC, then they may petition the council.

--- Caste of Scribes---

​

1: All scrolls and documents within the City of Venna must have the proper seal with the emblem to be deemed legally binding by the law.

2: The Correct time and date shall be noted on all official documents by Scribes.(Both IC and OOC times if possible).

 

3: Cartography and Map Makers

Maps of the City and surrounding area are to be kept in The Council Chambers and Halls of The City Guard only.
Any man or woman found in possession of a map of the City and surrounding area without authorization from the City Council is subject to arrest and shall be charged with treason.

4: Forgery and Doctoring Papers

    4A: See City of Venna Laws B for punishments.
    4B: Any scribe who willing or unwilling signs forgery papers, will be promptly questioned and possible exiled from the caste.
    4C: Depending on the papers that were signed, it may result in theft, compensation to the victim, up to exile or death depending on the case.
    4D: Do your due diligence and make sure you check if given something to sign and seal.
    4E: If you are unsure, contact a magistrate and or the High Scribe to validate.
    4F: You have the right to refuse signing and services till you seek approval to sign and seal.
    4G: Record Keeper is exempt from being punished unless he or she knows willingly that he or she has forgery papers.

5: Any scribe or magistrate whom abuses their power and is caught, will be severely punished.

-----Caste of the Physicians-----

​

1: Male Physicians retain the right to bear arms.

2: Physicians are to submit a monthly record of all medical costs the City has incurred ie. Anti Aging Serum

3: It is illegal to forge any Physician related papers. 

4: It is illegal not to submit your papers to the record keeper for proper care.

5: It is illegal to refuse services if you are working in the city infirmary.

6: It is illegal if your ignorance or negligence in the care of your patients results in harm, trauma and or death.
    6A: If the slave is the one killed, and it is your fault, you will be charged the price of the slave.
7: Surgeons, veterinarians, pharmacists, chemists are considered sub castes of the Caste of Physicians and are secondary work or training.

8: It is illegal for Physicians to sell or supply poisons to anyone.

9: It is illegal for a Physician to take sexual favors, regardless of they are Free or enslaved, for services rendered. The difference will be slaves can not be raped, and only compensation will be granted for the use of a slave. The Physician in question maybe remove from the caste and exiled.

10: During times of Crisis and or War, all selling and trading of medical supplies will require approval of the High Council.

11: It is not illegal for a Physician to practice their caste work regardless of whom they are treating.

12: It is illegal for you to refuse to do your caste work unless it goes against the codes of the Physician caste.
    Example: If someone wants an abortion, sex changes and etc. It is prudent you inform someone ICly or OOCly about this.

13: It is illegal and a high crime for you to remove or change a brand unless a High Magistrate and or High Council's approval.
    13A: REMEMBER, the process is not perfect and repeated removal can disfigure a woman.

---The Caste of the Warriors---

​

1: The only persons whom are authorized to discuss alliances or declare with other cities are the Tatrix, Ambassador and the city council(quorum).
Only the Tatrix, Ambassador and Council via vote have the right to finalize, bring about change, and approve of the alliances the City might have. Official documents of Alliance must be archived in the Council Chambers and the record keeper.
    1A: Any warrior(s) whom are causing undue harm to the city's reputation or cause a time of crisis may seen as treason and will be expelled with dishonor or impaled based on the High Magistrate and Commander and or Ubar. The Commander and or Ubar has a final say on what to do with their warriors.
         1A Example: Warriors going out and causing undue harm to other cities without justified causes.     
    1B: It is not a crime to rally rescues of citizens, property of the city and etc.

2: The chain of Command goes as following:

    Ubar (in case of Active Ubarate)
    Commander
    Captain
    Lieutenant
    Sergent
    Warrior
    Guardsman(initiate of the warriors)

    2B: Only a Lt. or higher may call for a rescue or raid unless a dire emergency happened with Council informed and or approved.
    2C: If there are no ranked warriors, the High Council will delegate ranks to ensure smooth working of the warrior caste till a Commander is found.

3: In a time of Crisis, the warriors may vote for an Ubar to take over for the Administrator or Tatrix.
    3A: After the Crisis is ended, the warriors are obligated with High Council vote to ask the Ubar to step down.
    3B: If the Ubar refuses, the warriors have a right to kill him. It is not a crime to remove an Ubar whom refuses.
    
4: Should any Free submit to one of the Warrior Caste inside the walls of the City he must claim her or kill her this is in accordance to his codes of the Warrior Caste. The refusal and killing of the Free is not deemed as murder. This should be witnessed by at least one other citizen of the City. Should a warrior claim the Free then he has the right to dispose of them as he wishes ie. selling her, trading her etc.

 

----The Caste of Assassins----

​

1: City of Venna reconigizes the caste of Assassins.

2: They do not have special privilege as any other citizen, resident or visitor.

3: If caught doing the following, they will be punished:

    3A: Breaking and Entering
    3B: Entering areas of high security
        3B: Such as the Home Stone area, the Council chambers, warrior's hall and etc.
    3C: Spying
    3D: Making maps
    3E: Murder or Attempted Murder
    3F: You will be kill on sight if caught attempting murder or murder someone especially if hunting.
4: All kills or hunts must be approved by an admin. Revenge hunting, OOC reasons and etc, the RP will not be honored.

------ Mercenary Work--------

​

1: Any Free Man voluntarily taking up the employment of private guard, mercenary , or similar are exempt from their usual caste work as long as they have an employer that can stand witness for the services provided via paper work with a scribe and kept with the record keeper.
    
------Caste of Torturers----

City of Venna does not recognize the Caste of Torturers

----Caste of Thieves-----------

​

City of Venna does not recognize the caste of thieves.

​

----Caste of Slavers----

​

1: It is illegal to knowingly sell a slave with false hair color, especially the color red.

2: It is illegal to knowingly forge papers of a slave and their pedigree.

3: It is illegal for you to sample the stock, it will be considered theft from the city.

4: No citizen may sample the stock on rentals, they are still city property even if rented out unless express permission from the High Council and Head Slaver.
5: All slaves will be branded and collared immediately unless they are already branded and collared. 

6: The city is the only one to be owning of a slave house, anyone caught doing this will be punished.

7: City of Venna does not recognize breeding houses or breeding slaves.

-----Business Laws-----

​

1: It is a privilege to own a business in Venna.

2: Anyone whose not a citizen may have their business removed for a citizen with a High Council vote.

3: Anyone regardless of status in the city whom abandons their business will be notified for an explaination, failure to do so will result in the following:
    3A: Property put into storage(you're stuff will be returned).
    3B: Might be harder to have a business license in Vienna.
    3C: You have two hands and two days(14 days) to respond to all inquires if you are a citizen.

4: If you are not of the appropriate caste to run your business, you must have someone whose of that caste to work at your business.

    Example: You own a tavern, you must get someone whose of the merchant caste to run your business.
    Example 2: You are a warrior who owns a bakery, you must have a baker run it.
5: It is illegal for a business to sell to, knowingly, to the enemies of the city regardless if you are a resident or citizen.

6: It is illegal for business to forge papers or attempt to get a scribe to sign off on forgeries which may result in fines and confiscation of your     business.

7: All business are required to register their business for protection, record keeping and taxation. All business are subject to approval of the High Council once you seek registration for a license to operate the business.

----Merchant Laws----

​

1:Merchant law is drafted at the Sardar Fairs. It is important to understand the separation of jurisdiction when it comes to areas which have matters of civil law from matters of merchant law. City of Venna adheres to the merchant law and enforces it even against its own citizens and residents to full extent.

2: Aside from being the law system adopted by many trade ports and cities, merchant law is said to be almost universally applied in areas of trade.
Only cities and citys enforcing it are allowed to trade at fairs. Most cities within the merchant law will not trade with those that are not.
It covers as many aspects of trade – including all matters of coin and weights and measurements – and merchanting as one can think of, including, of course the market of human property and all rules applying to those areas.

3: Standardized Measurement
The City of Venna weight and stone is tested 4 times per annum at the Sardar Fair. Within the caste of merchants, any buying and selling should have a singular unit of measurement and weights tested against the Venna stone.
Merchants who are found to be using anything other then the agreed upon system will be charged with fraudulent activities.
   
4: All merchant law disputes must go through the Head Merchant and the High Council.

----Housing Laws----

​

1: The High Council reserves the right to terminate non-citizens housing for a citizen.

2: If you do not pay your land tax(the rent for the house), after two days of non-payment your property will be put into storage(returned to you).

3: If you are not an active in the city, citizen or not, you maybe asked to remove your things from your house.
