A:The Governing Body of Venna

 

The City of Venna is run by The Council, all laws and legal matters are overseen and reviewed by members of The Council

The High Council

 

The High Council shall consist of the heads of caste of the five high castes. No single Council member may overrule a decision agreed upon and set into law by The Council.

 

Laws are passed through the Council, which require three of the five council members to pass. In case of a tie or abstain vote, the Administrator or Tatrix may pass the deciding vote.

Removal of Head of Caste

 

Head of Caste may be removed by the caste members, moving to petition the Council to consider.

 

A majority(60%) of all caste members must vote in front of the Council

 

They must have reasonable arguments and proof that said council member to be removed. All petitions are made in good faith and any Head of Caste who retaliates against someone for petitioning the Council in good faith will be dealt with.

 

The remaining council members plus the Administrator or Tatrix will listen to arguments and review the proof. A majority must agree before the Head of Caste is removed.

 

The High Council then will vote in a new Head of Caste with the help of the Administrator or Tatrix.

Absence from their post for two or more hands(Unless OOC notification was given because real life is more important than SL but that person may realize that depending on how long the break will be that they might be asked to step down).

 

Abuse of power

 

A: Abuse of power is seen as using their position to benefit themselves.

    1. Bribes(Monetary or Property)

    2. Approving laws or making decision that solely benefit them rather on the council or in their caste.

    3. Using their power over a Free for favors(sexual or non-sexual).

The Deliberating Body

 

The council shall make no decision and shall issue no ruling without quorum. Quorum can only be established when three of the council members come together and declare themselves in a council meeting. In an event that there are less than three remaining council(due to vacancies), all council members MUST BE PRESENT for form quorum.

War times

 

The Council members are the only ones who may declare war. Should no agreement be reached, then the warriors may not be sent to wage war.In time of crisis, if there is not enough council members to make quorum(due to vacancies or possibly OOC reasons), in mutual agreement with the Commander of the city may declare war.

 

In times of crisis, the warriors may vote to have an Ubar, who will rule with the back up of the council. Once the crisis passes, if the Ubar fails to step down, the warriors may remove him by force if necessary based on their codes.

The Home Stone

 

The Home Stone of Venna is the most sacred symbol of our community and will be protected at all costs.

The Swearing of the Oath

 

Only those who have sworn on the Home Stone shall be considered citizens. Citizenship is a privilege not a right, and only citizens are allowed to own land within Venna. Land that is rented by non-citizens may be re-claimed at any time by order of the council. Slaves may not swear to the Home Stone and may not touch it or even place their feet on the steps of its house.

Protection of the Home Stone

 

It is the duty of all citizens to protect the City and the Home Stone. Although the primary responsibility falls to the Rarii and the City Guard, during times of conflict they may demand assistance from any able bodied male citizens. Refusal to render such assistance, if able to, is considered treason.

Ambassadors and Messengers

 

1. All Ambassadors and Messengers will be treated with the utmost respect, as long as they do not commit crimes or cause issues.

   1A: Unless the crime is of heinous nature, if they are jailed, their city will be notified and await for their city to talk to a magistrate.

   1B: Unless the crime is of heinous nature, they will be exiled and or asked to never show up again.
